Han Yunping, spokesman of the General Administration of Quality Supervision, Inspection and Quarantine, said on the 31st that the AQSIQ issued a new round of reform measures to promote the coordinated and rapid development of the bio-industry. Han Yunping said at a regular press conference of the AQSIQ held on the 31st that a new round of reforms aimed at optimizing the process, strengthening post-event supervision, improving customs clearance efficiency, and boosting China’s genetic sequencing and biomedicine. Coordinated rapid development in the fields of bio-agriculture, bio-energy and bio-environmental protection.
These reform measures include: First, the promotion of Beijing-Tianjin-Shanghai reform experience in the country, including: exemption of 9 categories of biological materials for animal and plant quarantine examination and approval; exemption of 10 categories of biological materials official quarantine certificate requirements; authorized directly under the inspection and quarantine bureau The 6 categories of 44 kinds of biological materials were directly examined and approved; the animal-derived medium, commercial in vitro diagnostic reagents, and cell bank cell line risk levels were lowered; and the innovative SPF mouse quarantine supervision mode was entered. The second is to test a new round of reform measures in Beijing, Tianjin and Shanghai, including: importing animal and plant related genetic testing and related microorganisms, exempt from providing foreign official quarantine certificates; SPF mouse isolation period is adjusted from 30 days to 14 days; Simplify the import and export quarantine approval procedures for imported SPF rats; allow the entry of SPF mouse quarantine permits for multiple write-offs.
Although China’s bio-industry is developing rapidly, it is still in its infancy. It is reported that in 2015, the market for innovative drugs in the world is nearly 600 billion US dollars, while China is less than 10 billion US dollars. Therefore, efforts should be made to promote the structural reform of the supply side of the bio-industry, and form a number of bio-economic innovation and development highlands in the country.
