China will shut down all primary mercury mining in 2032

It was learned from the Ministry of Environmental Protection that the Minamata Convention on Mercury will enter into force in August 2017. According to the requirements of the Convention, fluorescent lamps and mercury-containing batteries will no longer be used from 2021. By 2032, all primary mercury mines will be shut down. China is a big country in the production and use of mercury. It is reported that before the official implementation of the contract, China has already carried out control over some industries, and listed mercury as one of the five heavy metals that are preferentially controlled. In every aspect of the implementation of the Convention, there is a supporting implementation plan, and there is a coordination mechanism for the central relevant ministries to participate in the local participation. Relevant compliance specifications are incorporated into the domestic environmental management system. Mercury, commonly known as mercury, is the only liquid metal at room temperature and is used in a wide variety of products and processes.

The production, use and discharge of mercury and its compounds can cause environmental pollution. In severe cases, it can cause neurological, immune and reproductive system disorders in humans and mammals, especially for fetuses and pregnant women.

In February 2009, the United Nations Environment Program decided to reach a globally legally binding instrument, the Minamata Convention on Mercury, which was one of the earliest signatories. In 2016, the National People’s Congress formally reviewed and approved the entry into the Minamata Convention. According to the requirements of the Convention, China will phase out the production and use of mercury-containing batteries and fluorescent lamps required by the Convention in 2020; the use of unit products in the VCM (vinyl chloride) production industry will be reduced by 50% from 2010; 2032 In the year, all primary mercury mines will be shut down; for the emission sources of coal-fired electric fields, emissions preparation will be completed by 2020, the key sources of control will be clearly defined, and emission reduction targets and measures will be determined. Yu Lifeng, deputy director of the Environmental Protection Foreign Cooperation Center of the Ministry of Environmental Protection, said that in order to implement the Convention, the Ministry of Environmental Protection has revised a number of mercury-related emission standards with the relevant departments and assessed the current status of the ten major mercury-related industries. , initiated the preparation of the strategic action plan. The next step will be to jointly promote the reduction of the mercury industry by controlling sources, reducing and developing alternative technologies, and carrying out the management of mercury-containing wastes and contaminated sites in a planned and step-by-step manner. At the same time, compliance will force the elimination of backward production capacity and improve the technical level of related industries.
