For the implementation of the “coal-to-electricity” heating households and the fruit warehouse refrigeration users, Enterprises or power companies bundling agents to participate in direct electricity transactions.

Among them, the “coal to electricity” users will be contracted by the county (district) government to sign agency agreements with power grid companies or power sales companies, and fruit bank refrigerated users can also directly sign agents with power grid companies or power sales companies. protocol. The annual electricity consumption of the “coal to electricity” user or the fruit bank refrigerated user after the bale of a single electricity sales company shall not be less than 5 million kWh.

The relevant market players such as power generation, electricity, and electricity sales, and the filing date for participation in Shanxi Power Trading in 2018 is December 6-13, 2017. Direct electricity transactions are carried out in the order of long-term transactions, key transactions, and general transactions. They can adopt annual bilateral independent negotiations, annual and monthly concentrated bidding and listing transactions. When there is special demand for winter heating, quarterly bilateral independent negotiations and centralized bidding transactions will be carried out in due course.

At the same time, Shanxi encourages new energy companies such as wind power to engage in market transactions with “coal-to-electricity” bundled users to promote power balance during heating and low-temperature wind power.

It is understood that after the overall consideration of factors such as the operation status of power generation enterprises, the heating of people’s livelihood in winter, and the newly added electricity to enter the market, the direct transaction scale of Shanxi Province in 2018 is tentatively set at 65 billion kWh. .
